Review of the Central Asia Study Module in the 2025 Beijing Hundred High-End Foreign-Related Legal Talent Training Program

To serve the national "Belt and Road" Initiative and the strategy of high-level opening-up, and to cultivate high-end legal talents proficient in regional and national laws as well as cross-border investment and financing practices, the "2025 Beijing Hundred High-End Foreign-Related Legal Talent Training Program," jointly organized by Peking University Law School and the Beijing Municipal Justice Bureau, arranged a specialized study tour for participants to Uzbekistan and Kazakhstan.

From November 30 to December 6, 2025, under the leadership of Tang Jinnan, Party Committee Secretary of Peking University Law School, and Professor Zhang Zhiyong, all participants visited institutions in Uzbekistan and Kazakhstan. These included ZTE Corporation, Huawei Technologies, Tashkent State University of Law, Tashkent International Arbitration Centre, Astana International Financial Centre Court and Arbitration Centre, United Nations Office in Kazakhstan, Representative Office of the China Council for the Promotion of International Trade (CCPIT) in Kazakhstan, Kazakhstan China General Chamber of Commerce, Faculty of Law at Al-Farabi Kazakh National University, Consulate General of China in Almaty, and KIMEP University. Through in-depth discussions and exchanges with local scholars and practitioners, the participants gained substantial insights. As core nodes of the Silk Road Economic Belt, Uzbekistan and Kazakhstan—with their rapidly transforming economies and societies, increasingly open business environments, and unique legal systems—provided invaluable real-world case studies for participants to explore legal developments in emerging markets and the localization operations of Chinese institutions.







As Belt and Road cooperation advances into a new stage of high-quality development, this Central Asia study module broke through traditional classroom frameworks, guiding participants to the forefront of regional economic cooperation and mutual legal learning. It broadened their perspectives and honed their capabilities across diverse settings. As one of the first national-level comprehensive training bases for foreign-related legal talent, Peking University Law School will continue to expand deep cooperation with renowned universities, judicial institutions, multinational enterprises, and top law firms in Belt and Road countries. The school aims to build a study and practice network covering key regions and critical legal jurisdictions, continuously contributing Peking University’s strength to the cultivation of foreign-related legal talent.
