The 2025 Beijing High-Level Talent Training Program in Transnational Rule of Law Officially Launched

On the morning of October 17, the opening ceremony of the 2025 Beijing High-Level Talent Training Program in Transnational Rule of Law was successfully held at Peking University Law School.
In attendance were Hao Run-dong, Member of the Party Committee and Director of the Department of Political Affairs of the Beijing Municipal Justice Bureau; Tang Jinan, Party Secretary of Peking University Law School; and Yang Xiaolei, Vice Party Secretary of Peking University Law School. Also present were responsible officials from relevant divisions of the Beijing Municipal Justice Bureau, related industry associations and institutions, as well as Peking University Law School leadership. The event was presided over by Yin Hongwei, Director of the Personnel and Police Affairs Division of the Beijing Municipal Justice Bureau.

In his opening remarks, Tang Jinan emphasized that transnational rule of law constitutes an essential component of China’s overall legal system. At this new historical juncture, professionals in transnational rule of law must not only steadfastly follow the path of socialist rule of law with Chinese characteristics but also actively contribute to reforming the global governance system—transforming China’s legal practices into internationally recognized “Chinese solutions.” He noted that since its founding, Peking University Law School—as the birthplace of modern legal education in China—has always shouldered the mission of cultivating high-caliber legal talent for the nation. He expressed his hope that all participants would proactively integrate themselves into the broader national development agenda and, in the future, serve as a solid pillar in navigating complex international challenges and as a Chinese force advancing global rule of law.
Du Mingzhu, a participant from Cohort Two, and Xu Min, a participant from Cohort Three, delivered speeches on behalf of the trainees. They stated that the program provides a valuable platform for systematic learning, in-depth exchange, and practical training, enabling participants to transcend narrow disciplinary boundaries and comprehensively enhance their legal reasoning and professional competence. With broader perspectives, a pragmatic attitude, and sharper judgment, they aim to better understand and respond to the multifaceted demands of transnational legal services. They look forward to articulating China’s positions precisely in international commercial negotiations, delivering effective strategies in cross-border dispute resolution, and playing an active role in shaping global rules—thereby showcasing top-tier professionalism and contributing Chinese wisdom and solutions to global legal governance.
Hao Run-dong delivered a mobilization address, stressing that the world is undergoing profound changes unseen in a century, which are accelerating amid China’s deepening reform and opening-up and the high-quality advancement of the Belt and Road Initiative. As the vision of building a community with a shared future for humanity gains wider acceptance, the role of transnational rule of law in China’s overall diplomatic strategy and reform agenda has become increasingly pivotal.
He expressed his confidence that the trainees will demonstrate the excellence of Beijing’s legal professionals and fulfill the historic responsibility of a “model zone for rule of law in China” as they expand international legal service markets and contribute to the grand endeavor of Belt and Road cooperation.

The 2025 Beijing High-Level Talent Training Program in Transnational Rule of Law focuses on themes related to the Belt and Road Initiative. It is designed to serve national strategic priorities and high-quality development goals while closely aligning with participants’ career trajectories and learning needs, thereby fostering a new generation of high-caliber, globally oriented legal professionals. Looking ahead, Peking University Law School will continue to uphold its educational mission of “moral integrity and legal expertise” (“Lide Shuren, Defa Jianxiu”), actively respond to national strategic demands and societal needs, and contribute Peking University Law School wisdom and strength to advancing the rule of law in Beijing and across China.
