On the morning of April 13, 2019, the founding ceremony of the Law Branch of Luoyang Alumni Association of Peking University was successfully held in Luoyang. Guo Yinqiang, President of Luoyang Alumni Association of Peking University, Liu Xiaopeng, Vice President and Secretary-General of Luoyang Alumni Association of Peking University, Nie Ning, Vice President of Xinjiang Alumni Association of Peking University, Pan Jianfeng, Dean of Peking University Law School and President of Alumni Association, Lu Jiangnan, Vice Party Secretary and Vice President of Alumni Association of Peking University, Chang Peng-ao, Prof. of Peking University Law School and Young Yangtze River Scholar, Dang Shuping, Director of Alumni Office, deputy director Lu Xinxin and Zhao Dawei, Yuan Zhisheng, Yang Xunbo and other more than 50 representatives attended the establishment ceremony. The ceremony was presided over by Vice President Liu Xiaopeng.

At the beginning of the conference, Zhao Dawei introduced the preparation of the Law Branch of Luoyang Alumni Association of Peking University. Based on the development of Luoyang Alumni Association of Peking University and the strong willingness of many alumni of Law school in Luoyang, the preparatory group, in accordance with the idea of "linking up with alumni, communicating with alumni and serving local economic and social development", has successfully completed the three main preparatory work of liaising with alumni, associating with schools and organizing the founding conference. Zhao Dawei, on behalf of the preparatory group, expressed his gratitude for the strong support of the Luoyang Alumni Association of Peking University and the Alumni Association of Law School.

Subsequently, President Guo Yinqiang read out the candidates for the leadership of the Alumni Branch, and the General Assembly voted for the candidates of the President, Vice-President and Secretary-General. The Law Branch of Luoyang Alumni Association of Peking University was officially established. Zhao Dawei, Yuan Zhisheng and Yang Xunbo served as the Chairman, Vice-chairman and Secretary-General and Vice-chairman of the Law Branch of Luoyang Alumni Association of Peking University respectively.

Later, Lu Jiangnan, Vice Party Secretary of the Law School, introduced the overall situation of the work of alumni in law schools from the aspects of alumni composition, alumni activities and work system. Lu Jiang pointed out that on the occasion of the 121st anniversary of Peking University and 115th anniversary of Law School, the Law Branch of Luoyang Alumni Association is the 18th Alumni Branch established by law alumni on the basis of local alumni associations. The establishment of these branches not only promotes the development of alumni contacts, but also flourishes the construction of local rule of law. Continuously committed to the three tasks of cohesion, service and assistance of alumni, and work with alumni to make the work of alumni better and more powerful.

Subsequently, Prof. Pan Jianfeng, Dean of Peking University Law School, delivered a speech. He warmly congratulated the establishment of the Law Branch of Luoyang Alumni Association and introduced the development of the College to the alumni in recent years. He said that talent training is the top priority of all the work of Peking University Law School. Alumni is an important member of the family of Peking University Law School and an important force in the construction and development of the Law School. He believed that there is a "blood relationship" between alumni, which is a blood relationship of learning and growing up in a place. He thanked the alumni for their contributions to the development of the Law School and expressed his gratitude to Peking University Luo. Yang alumni association expresses its gratitude for the support given to law alumni. He hopes that young alumni will strive hard, strengthen cooperation, grow up faster and make greater contributions to the construction of the rule of law and the development of local economy and society. Finally, on behalf of the Law School, he invited alumni to come back to his alma mater on the occasion of the 121st anniversary of Peking University and the 115th anniversary of the Law School.

Finally, in order to thank the Luoyang Alumni Association for donating peony seedlings to the Law School, Pan Jianfeng issued a donation certificate for the Luoyang Alumni Association.

 After the founding of the conference, the conference entered the stage of "Heluo Lecture". The participants and the student representatives of Henan University of Science and Technology jointly participated in the lecture activities. Young Yangtze River scholar and Prof.Chang Peng-ao of Peking University Law School made a wonderful academic report on the topic of system innovation in the compilation of property rights in the Civil Code. Alumni and classmates at the scene asked Chang to answer questions. The Heluo Lecture ended successfully with the warm applause of all the alumni.

The establishment of the Law Branch of Luoyang Alumni Association of Peking University has further agglomerated the strength of alumni. It has established a sustainable platform for Luoyang alumni to communicate information, exchange experience and enhance friendship. It also strengthens the contacts between alumni and between the college and alumni, which means the sustainable development of the work of alumni of law schools.
