Beijing High-Level Foreign-Related Legal Talents Program Concludes Study Tour in Hong Kong and Macao

To serve the national strategy of high-level opening-up and foreign-related rule of law, and to strengthen the reserve of high-level legal talents with international vision and cross-border practice capabilities, the Beijing Municipal Justice Bureau and Peking University Law School jointly launched the 2025 Beijing High-Level Talent Training Program in Transnational Rule of Law.The program adopts a dual perspective of domestic and international rule of law, integrating theoretical grounding with practical training to establish a systematic and interdisciplinary educational framework.

From November 10 to 15, 2025, all participants, led by Tang Jinnan, Party Secretary of Peking University Law School, embarked on an intensive and insightful cross-border legal study tour to Macao and Hong Kong. They conducted in-depth visits to a series of leading institutions, including the Faculty of Law at the University of Macao, the WTC Macau Arbitration Center, the Court of Final Appeal of Macau, the Public Prosecutions Office of Macau, the Macao Lawyers Association, the Faculty of Law at the University of Hong Kong, the Hong Kong Legal Talents Training Office, the Independent Commission Against Corruption (ICAC), the Hong Kong Bar Association, Invest Hong Kong, the Hong Kong International Arbitration Centre, and China Legal Services (Hong Kong) Limited. Substantive discussions with local theoretical and practical experts yielded fruitful insights.









Against the backdrop of profound shifts in the global legal order and the accelerated restructuring of international economic and trade rules, this Hong Kong-Macao study program not only offered participants a direct comparative case study of civil law and common law systems but also built a direct bridge from theoretical understanding to practical application. It honed participantscore competencies in safeguarding national interests and shaping rules in critical areas such as international arbitration, foreign-related judicial affairs, and legal system coordination. As one of the first national-level comprehensive training bases for foreign-related legal professionals, Peking University Law School will continue to leverage its disciplinary strengths and platform advantages to cultivate internationally competitive legal talents for Chinas participation in global governance and the advancement of high-level opening-up. This initiative aims to empower Chinese legal practitioners to play a more constructive and leading role within the international rule of law framework.
