The Road Ahead, the Original Purpose We Will Adhere to | Memorial Series of the Fortieth Anniversary of “Peking University Law Journal" Publication (The Third)

Editor's note: At the occasion of the 120th anniversary of Peking University, the publication of “Peking University Law Journal" also marks its 40th anniversary. This legal academic journal, born at the time of reform and opening-up, took part in and witnessed the reconstruction and development of China's legal education and the rule of law. As as one of the three core journals of law in China, "Peking University Law Journal", in its irreproachable year, will be more rational and peaceful, and fearless and sincere. In times of change, it will not forget the beginning of the world and will stick to it. This article is the third in a series of commemorative activities for the 40th anniversary of the publication of “Peking University Law Journal”. Through the careful explanation of the current editor of the “Peking University Law Journal”, A.P. Gao Wei, we will lead you to understand the rigorous and innovative editorial team behind “Peking University Law Journal”, and the entire production of the publication.

Rigorous Innovation·Responsibility

Edited in a publication that resembles a sculptor to a statue, a top academic journal is inseparable from a group of editors who are capable of working in groups and working rigorously. As the editorial director of “Peking University Law Journal ", Gao Wei and her colleagues insist on innovation in rigorous work. With the joint efforts of the editorial department, “Peking University Law Journal” has been built into the three most influential issues in China's legal science community.

As an academic peer publication, “Peking University Law Journal” has extremely high requirements for the quality of articles, and implements a four-part manuscript review mechanism of “editing of professional editors, anonymous review by peer experts, final editorial finalization, and collective consultation before printing”, to ensure that manuscript review meets professional and objective standards. During the interview, Gao Wei gave detailed and in-depth explanations on each of the links in the complete process of a periodical production.

The submission of scholars is the origin of the publication. According to the usual practice, the manuscript author usually sends the manuscript to the official mailbox of the editorial office, and the manuscript is registered by the staff of the editorial department. Each manuscript will be presented once every ten days. After classifying the manuscripts, the manuscripts will be distributed to the responsible editorial teachers responsible for the corresponding academic fields. The manuscript review time is limited to three months. With the change of the editorial and editorial members, this mechanism has undergone some changes and adjustments. Since May of this year, the editorial department of “Peking University Law Journal” has begun to commission the website submission system. Under the new submission system, authors who have intentions of submitting can directly access the official website of “Peking University Law Journal” and enter the submission interface from the “author contribution” window on the right side of the homepage to submit online submissions. This innovative move facilitates submission. People also improved the efficiency of the editorial department in sorting and sorting submissions.

After the system is officially put into operation, the platform will automatically classify future drafts and assign them to the appropriate editors. They will also complete online review work through this platform. In addition, using this system, not only all the members of the editorial department can understand the review progress of relevant manuscripts on the platform, and the authors of the contribution can also log on the platform at any time to check the review status of the manuscripts, thereby making the review process more open and transparent, and also making the manuscripts Management is more efficient and convenient. Based on the above advantages, the new system is expected to shorten the deadline for review from the current three months to one month.

After the selection of quality manuscripts, the next step is to determine the specific manuscript that will be published. For the specific manuscripts to be used for each periodical, the responsible editors will give their opinions, and when necessary, they will send them to the external review experts for review. Each issue of “Peking University Law Journal” has about 285 pages and about 13 articles.

After determining the manuscript to be published, it will enter the final proofreading session. Firstly, the student team composed of doctoral students in school conducts a simple audit. The content of the review mainly focuses on the basic errors such as comments and typos; it is then submitted to the editorial staff responsible for the proofreading work and makes two or three copies of the school draft. The final review is done by the editor-in-chief; finally, the printer prints a blue sample. The editorial director will focus on checking whether the details such as the cover, spine, and catalog of the publication are in error. After all the above processes are completed, the publication is finalized and the entire drafting process takes at least one month. Gao Wei pointed out that there are still many problems in this process of institutionalization and refinement. For example, in the course of the school draft, the staff may occasionally find that there may be content that needs to be properly adjusted in some articles, but it is modified in the course of the school draft. The article will have a great impact on the overall process. Therefore, the editorial department of “Peking University Law Journal” is also constantly exploring new drafting mechanisms. For example, unlike the above mechanisms, it is currently being adjusted. The responsible editors are responsible for communicating with the manuscript authors to determine the specific content of the manuscript. Proofreaders only need to proofread the text and punctuation. , format, etc., everyone performs their duties, focusing on their own work.

Finally, the finalized Peking University Law Journal is delivered to the printing house. Of course, there are still a lot of work to be done by the editorial department, such as sending the draft fee to the author, distributing the journal to the college's teacher, keeping the publication in the legal library, and sending the publication to the foreign country.

Pursue in the Plain•Stick to It

The publication “Peking University Law Journal” carries not only the fruit of academic research, but also the pursuit of the ideal of the rule of law. As a member of the editorial department of “Peking University Law Journal”, the most amazing thing is that it is for every job. Dedicated to fulfill their duties.

In fact, many editors are very trivial. They need to spend a lot of time doing more tedious proofreading. When they are under stress, they also have a lot of negative emotions. But the members of the editorial department will try to find fun in the work. value. The so-called meritorious service for Gao Wei is that, as an editor, the proofreading of a large number of manuscripts day after day greatly increases her sensitivity to words, which allows her to have a very short time to see. Whether or not an article is normative and appropriate in terms of ideological conception, structure arrangement, material references, footer notes, etc. As a teacher, this ability on the one hand enables her to better determine the subject and structure of the text. As well as quoting norms and other aspects to guide their student writing, on the other hand, this kind of attitude to the article's excellence will also be of great benefit to her own academic research and article writing.

The editorial work is by no means a trivial matter. “Peking University Law Journal” is published every two months, but bimonthly often catches up with the holidays. At the same time, only the publishing node is usually used. There is no concept of a rest day, so work and rest are completely inseparable. For Gao Wei, for the past three years, she has given up opportunities to go abroad and give lectures on several occasions. Even during the winter and summer vacations, she is busy with the work of the editorial department. As Gao Wei said, the publication sometimes looks like a “bottomless hole”, which is a double drain on editors and mind and body. Although these nausea stories are easy to talk about, it is possible for the editors to spend countless hours of silence.

Even though the work is hard, the work atmosphere of the editorial department is very warm and harmonious. There are often various interesting stories. From time to time, everyone in the group “fights the map” and makes red envelopes. Everyone feels that they are playing and encouraging each other. The collective cohesion and warmth of this group make it possible for everyone in the team to maintain the enthusiasm and strength to fight side by side.

 Pure and Firm·Original Heart

In the process of interviewing Gao Wei teacher with the “Peking University Law Journal” review mechanism and editorial team, she shared with us many of her unforgettable experiences during her studies in the same year and the valuable gains brought on by her as editorial director. College students brought a little fun and inspiration. Gao Wei said frankly that she really misses the kind of "pure", pure feelings, pure academics, pure ideals, and pure people that are common among college classmates. In a rapturous and energetic editorial department, she seems to have re-finished the "pure" heart of college.

The editorial department of “Peking University Law Journal” is like a gem processing factory. The manuscript writers send the “raw materials” to the endless stream. The teachers of the editorial department carefully select and sculpt like the craftsmen to make a contribution to the world. The precious "jewels". “Peking University Law Journal” represents the academic "pure". It also embodies Peking University legal people's insistence on ideals and obedience to ethics. It always respects the academic heart and yearns for the future. There is no impetuous heart, no desire for utilitarianism, but only the heart of a fistful.

My colleagues, continue here, share with us the common commitment and advancement.

Liang Genlin (2007-2017), former chief editor of “Peking University Law Journal”:

“Peking University Law Journal” is an academic window that showcases the academic achievements of Peking University School of Law. It is also an important platform for Chinese and foreign legal scholars to conduct academic dialogues. Wish “Peking University Law Journal” to get better and better!

Gao Wei:

Knowledge is an interesting commodity and no matter how it is used, it will not decrease. Whoever possesses knowledge will not let anyone else take possession of it. Knowledge is anxious to share with people from the moment of creation. The important value of academic publications is to share wonderful ideas and professional knowledge with people. Those who are interested in these wonderful learning can get some happiness, a little surprise or a little inspiration from reading. Whether China can become a new academic center, perhaps only the future can be seen. It is hoped that the “Peking University Law Journal” that we have worked hard for can cast stones in the vast sea of scholarship, and stir up some embarrassment.

Che Hao:

Do a good job of editing their own work, push the outstanding achievements of the criminal law community, and strive to maintain the academic reputation of “Peking University Law Journal”.

Peng Chun:

The forty-year-old “Peking University Law Journal” has reached an innocent age, as if it also symbolizes the new transformation that modern Chinese jurisprudence studies, which have undergone vicissitudes of life but have not been changed, is facing a new transformation - whether it is based on the mainland or the world? The answer may be in the title of “Peking University Law Journal”: The more ethnic, the more world it is.

Xue Jun:

The love of Professor Liang Genlin, who has been teaching “Peking University Law Journal” for over 10 years, took part in the magazine's editorial work for more than 10 years. From here, I deeply understood the style and heritage of “Peking University Law Journal”. Pursue ideological character, face real problems, encourage rational argument, and nurture academic tradition. Therefore, “Peking University Law Journal” is unique in China's jurisprudential journals and enjoys tremendous influence in participating in shaping the style of Beijing University law. On the occasion of this 40th anniversary celebration, I wish the “Peking University Law Journal” adhere to academics, promote reflection, look to the world, and integrate Chinese and foreign cultures. If the study of sayings is a mirror of national life, we hope that “Peking University Law Journal” will have the chest and vision to face the common legal and social issues faced by the human community!

Fu Yulin:

Academic journals play an important role in the current Chinese academic evaluation system, giving journal editors a hard-to-do task. Journal editors take on this responsibility with their own personal qualities, academic materials, academic support, and academic appreciation. I am more and more clearly aware that the original divisional area responsible editors can also be a professional resource allocation and value orientation. It is with these common beliefs and beliefs that the firepower has passed on and submerged and transformed so that we dare to adhere to our academic conscience and academic standards. When I resigned from the responsibility editor this year and passed the relay baton to Associate Professor Liu Zheyi, I feel very relaxed and gratified. I believe that those academic predecessors, peer scholars, and young students who once supported, understood, and forgive me will also support and inspire the young and outstanding new editor so that he can be the new editor in the face of the relative changes in Chinese law. In the grand structure of the Ministry of Education and the New Editorial Office, we continued to cultivate, purify, and prosper this academic field. Blessing “Peking University Law Journal”! Blessing procedural law!

Xu Aiguo:

He has worked as a responsible editor for “Peking University Law Journal” for many years and is responsible for the preliminary examination of legal history papers. There was a lot of lament when I left the journal editor. Legal history and jurisprudence are for law school, similar to the empire of the heavenly empire. The beauty is 3,000, and the competition is magnificent. Hing is icing on the cake, and defeat is enough to chaos.
