On April 26, 2022, from 2:00 p.m. to 4:30 p.m., the second lecture of the series of high-end scholars in social law was successfully held online. The lecture was given by Zheng Gongcheng, Prof. of RUC, a member of the Standing Committee of the National People’s Congress of the People’s Republic of China, and the president of the CAOSS. The lecture was presided over by Jin Jinping,A.P. of Peking University Law School and the director of Peking University Non-profit Organization Law Research Center.

The speakers included Ye Jingyi, Prof. of Peking University Law School, Wang Quanxing, Prof. of Shanghai University of Finance and Economics Law School, Xie Zengyi, researcher of the Institute of Law of CASS, Liu Peifeng,Prof. of Beijing Normal University Law School, and Jiang Junlu, director of the Labor and Social Security Law Professional Committee of the Chinese Lawyers Association. More than 100 audiences from different universities participated in the lecture through the Tencent Meeting. The content of the lecture was rich and the responses were enthusiastic.

At the beginning of the conference, the host, A.P. Jin Jinping, firstly extended sincere greetings to the speakers, guests, teachers and students participated in the conference, and then introduced the theme of the lecture. She pointed out that our existent academic research on the current situation and development of the social legal system is very seasonable, because the emergence of a large number of social problems require responses at the field of legislation and macro-policy.

Afterwards, Prof. Ye Jingyi extended her welcome and thanks to Prof. Zheng Gongcheng and all the guests attending the lecture. She emphasized the importance of building a social legal system, with the belief that social law is directly related to people's well-being,rights and interests of people in social and economic development, as well as social fairness and justice. Social law not only protects the rights and interests of citizens, but also maintains social harmony and stability. It also has the effect of serving and guaranteeing economic and social development. Promoting reform and development with the rule of law is an important task of comprehensively advancing law-based governance in the new development stage. It is directly related to the development and reform of the construction of the rule of law in the social field of our country. Therefore,it is very important to strengthen the construction of the social legal system.

In the introduction of the lecture, Prof. Zheng Gongcheng said that our country's social legislation had now reached a critical period. In addition to laying emphasis on the role of policy and theoretical researchers, we must also give full attention to the role of legal experts and scholars. In this lecture, he would divide the lecture into three aspects from the perspective of legislators or policy researchers.

The first aspect is the current situation of construction reflected by the social law. The second aspect is the problems faced by the construction of the social legal system. The third aspect is the development of the construction of the social legal system. Finally, Prof. Zheng Gongcheng made a conclusion for the lecture.

Referring to the wonderful lecture of Prof. Zheng , Mr. Xie Zengyi, Mr. Wang Quanxing, Mr. Liu peifeng and Ms. Jin Jinping spoke in turn and stated their views.After discussion, Mr.Jiang Junlu made comments from four aspects.

Finally, Prof. Jin Jinping made a summary of the meeting. The main viewpoint of this lecture was to promote the basic protection of the social rights and interests of citizens or the public through legislative improvements.It is what the goal we teachers and our next generation of scholars as a group should strive for. Finally, Jin Jinping expressed her heartfelt thanks to all the teachers and students who participated in the conference and anticipation of people’s participation in the future.
