On March 19, 2022, the opening lecture of the National Social Science Fund major project "Research on the Legal Guarantee Mechanism of the Social Credit System" hosted by Professor Wang Xixin of Peking University Law School was held. For the need to prevent and control the epidemic, the conference was held online. More than 30 experts and scholars from the Department of Finance and Financial Affairs of National Development and Reform Commission, the National Public Credit Information Center, the Shanghai Bureau of Justice, Xiamen Guoxin Credit Big Data Innovation Institute and Peking University, the Central Party School (National School of Administration), Zhejiang University, China University of Political Science and Law, University of International Business and Economics, Capital Normal University, Zhongnan University of Economics and Law, Xiangtan University, Dalian Maritime University and Nankai University attended the conference and had an active and in-depth discussion about the topic.

The opening session of the conference was chaired by Professor Dai Xin of Peking University Law School. Wang Zhouyi, Vice Minister of Social Science Department of Peking University, and Pan Jianfeng, Dean of Peking University Law School, delivered the welcome speeches. Vice Minister Wang Zhouyi expressed congratulations on the establishment and opening of the project, pointed out that the project is of great significance to improving the efficiency of social governance in our country, and expressed that the Social Science Department of Peking University will definitely support the follow-up research on the project. Dean Pan Jianfeng, on behalf of Peking University Law School, expressed his gratitude to the parties for the support, and expressed his expectations and wishes for the follow-up research on the topic.

On behalf of the sub-topic team of the project undertaken by the cooperating unit, Vice Director Zhou Min of the National Information Centre and Vice Director Zhang Chun of the Department of Finance and Financial Affairs of National Development and Reform Commission introduced the development of the social credit system and legislation.

The first session of the conference was chaired by Assistant Professor Peng Chun of Peking University Law School. The chief expert, Professor Wang Xixin of Peking University Law School, first of all, the overall design and research ideas were introduced.

Professor Dai Xin introduces the research plan of the sub-subject of basic theory, and thinks that the construction of social credit system has three theoretical fulcrums and four basic principles of rule of law, which influence and even reshape the national governance system from three aspects.
