Study on Codification of Ecological Environment,the Seminar on a series of “Natural Ecology Protection” Proposal Draft Revision was Successfully Held

 

After full deliberation and early research, the first draft of the expert proposal draft of "Natural Ecology Protection" of the Ecological Environment Code had been basically completed. In order to further improve the quality, find and solve difficult problems, strengthen the scientization and systematization of the contents of each chapter, as well as fully take the opinions and suggestions from relevant experts, the research team divided the contents of this compilation into five major parts according to the theme, and held a series of seminars in groups from March 25 to April 6, 2022.

 

The seminar sponsored by the Research Group on the Compilation of the Ecological and Environmental Code, and organized by Peking University Law School and other units was held in the form of Tencent Meeting online and offline.More than one hundred experts and postgraduates from different universities and research organizations attended the seminar. They conducted a heated discussion on the title, scope, object, purpose, system structure, institutional arrangement, wording and other aspects of the relevant chapters of the first draft of the expert proposal for "Natural Ecological Protection" of the Ecological and Environment Code, introducing ideas and contents, exploring problems and deficiencies, and providing comments and suggestions.We had gotten fruitful results from the seminar.

 

Module 1 Discussion: General Principles and Basic Institutions

 

On March 31, 2022, the symposium on "General Principles and Basic Institutions" of the Natural Ecology edition of the Ecological and Environmental Code was successfully held. The discussion focused on the revision and improvement of the general principles, planning, zoning, investigation, monitoring and evaluation of natural ecological protection, mainly involving the first four chapters of the series. The conference was presided over by the leading researcher Gong Gu ,researcher of Peking University Law School.  Li Yanfang ,Prof. of Renmin University of China Law School, Wang Xiuwei, Prof. of Hainan University Law School, and Wang Jin,Prof. of Peking University Law School were invited to participate in the conference for guidance. The contributors of each chapter of this module and the teachers of the general principles editorial department were also invited to participate in the conference.

 

 

 

Module 2 Discussion: Control and Protection of Ecological Elements

 

On April 1, 2022, the symposium on "Control and Protection of Ecological Elements" of the Natural Ecology Edition of the Ecological and Environmental Code was successfully held. This seminar focused on the chapters related to the protection of water, forest and grass, wild animals, and sea islands, mainly involving the contents of Chapter V of this part. The meeting was hosted by Wang Shekun,Prof. of the Northwest University Law School. Li Yisong,Prof. of Hohai University Law School ,and Yang Zhaoxia,Prof. of the School of Humanities and Social Sciences School of Beijing Forestry University were invited to attend the meeting for guidance. All contributors of the segment and other teachers editing relevant articles participated in the meeting. 

 

 

Module 3 Discussion: Management of Ecological Regions and Protected Area

 

On March 27, 2022, the symposium on "Management of Ecological Regions and Protected Areas" of the Natural Ecology Edition of the Ecological Environment Code was successfully held. This seminar focused on the revision and improvement of the chapters related to the management of the natural ecology section of the Environmental Code, such as regions, river basins, special regions, national parks and nature reserves, mainly involving the contents of Chapter VI and Chapter VII of this section. The meeting was presided over by Wu Kaijie, Assistant Professor of Peking University Law School. Du Qun, Prof. of the Law School of Beihang University, and Tian Qiyun, Prof. of Ocean University of China Law School were specially invited to attend the meeting. Contributors from all parts of the segment and other teachers editing relevant articles were also invited to attend the meeting. 

 

 

Module 4 Discussion: Management of Land Utilization and Prevention of Natural Ecological Degradation

 

On April 6, 2022, the symposium on "Management of Land Utilization and Prevention of Natural Ecological Degradation" of the Natural Ecology Edition of the Ecological and Environmental Code was successfully held. This seminar focused on the revision and improvement of relevant chapters on land and wetland protection and ecological degradation prevention, mainly involving the contents of Chapter 6, 7 and 9 of Chapter 5 of this series. The conference was presided over by Huang Zhiyu, Dr. of Nanchang University Law School.Du Qun,Prof. Of the Law School of Beihang University, Li Yumei, A.P. of China Agricultural University Law School, and Chen Zhenliang, associate professor of Zhejiang A&F University were specially invited to attend the conference for guidance. All contributors of this segment and other teachers who edited relevant articles were also invited to participate in. 

 

 

Module 5 Discussion: Safeguard Mechanism and Conservation of Biodiversity

 

On March 25, 2022, the symposium on "Safeguard Mechanism and Conservation of Biodiversity" of the Natural Ecology Edition of the Ecological and Environmental Code was successfully held. The revision and improvement of the chapters related to ecological protection compensation, benefit sharing, legal liability and biodiversity protection in this seminar mainly involved the relevant contents in Chapter VIII, Chapter X and Chapter XI of this part. The meeting was presided over by Pan Jia, A.P. of Beijing Wuzi University Law School. Yu Wenxuan,Prof. of China University of Political Science and Law, and Wang Qingjun, Prof. of Central China Normal University were specially invited to attend the meeting. Writers of all parts of the segment and other teachers editing relevant articles were also invited to attend the meeting.

 

 

 

At last, A.P. Pan Jia summarized the seminar,he thought that the discussion in this meeting was fruitful, and the compilers carried out the relevant contents item by item. Experts and scholars provided valuable suggestions on the first draft of the Code from different perspectives, which played an important guiding role in promoting the revision of subsequent provisions and improving the quality of codification.
