Adhering to Opening up, Innovative Development and Cultivating Foreign-related Legal Talents — — Peking University Law School 2021 "International Week" Successfully Held

From November 1 to 5, 2021, Peking University Law School "International Week" 2021, as one of a series of activities of the 18th International Cultural Festival of Beijing University, was grandly held. Twenty-two Peking University Law School Global Chairs, colleagues from 16 top international law schools and many distinguished alumni gathered online and offline at Yanyuan to talk about global legal education and the cultivation of outstanding international legal talents. The colorful activities attracted the enthusiastic participation of more than 1,000 Chinese law students, including teachers and students of Peking University Law School.
Founded in 2017, Peking University Law School "International Week" aims to create an international atmosphere for Peking University Law School. By introducing and presenting quality international academic and practical resources, it can broaden students' global horizons and enhance the international influence of the school. Since its inception, more than 50 world-renowned law schools, more than 100 international colleagues and more than 1,000 Peking University law students have actively participated in the "International Week", and it has become a brand project for the international development of Peking University Law School. The global COVID-19 epidemic has posed new challenges to the continuous promotion of the concept of internationalization of legal education. Peking University Law School has become more aware of China's important position as a builder and leader in promoting the reform of global governance system and international order, and of the important value and significance of global legal talents. As a leader in legal education in China, Peking University Law School has always adhered to the concept and thinking of international development, adhered to opening up, innovative development, and strived to cultivate foreign-related legal talents. Using network technology and combining online and offline, Peking University Law School "International Week" 2021 mainly includes "Global Chairs' Cloud Classroom", "Series Forums on China's Global Legal Talents in the New Era" and "Students Studying Overseas and Hong Kong, Macao and Taiwan Exchange Education Exhibition".
Ⅰ.Broadening International Horizons in the Cutting-Edge Sharing of Big Names — — Special Lectures of Global Chairs "Cloud Classroom" International Week
Peking University Law School "Global Chairs Program" was established in 2018 to help Peking University Law School achieve its goal of building a world-class law school in terms of international talent cultivation, teaching and research strength, and resource integration. During the "International Week", three Peking University Law School Global Chairs and Peking University Law School teachers successfully held three "International Week" lectures.
On the morning of November 2, Professor Chang Tae-su of Yale University Law School opened the special lecture of Global Chairs "Cloud Classroom" International Week with the theme of "Legal Internalism". In his lecture, Prof. Zhang Taisu analyzed the "legal thinking" of "legal internalism" with the three core characteristics of "internal perspective": normative, internal smooth and self-complete, and pointed out that "internal perspective" exists in many countries because of "professional" thinking inertia and professional interests of legal personnel.
On the afternoon of November 2, Kimmo Nuotio, Professor of Law and former Dean of the University of Helsinki Law School, Finland, shared cutting-edge views on criminal law and sustainable development on "Criminal Law and Sustainable Development". Through examples such as the criminal liability of legal persons in environmental pollution, the importance of law in the process of sustainable development was analyzed, and the goal of sustainable development by strengthening criminal law forced us to reconsider the purpose of criminal law. In his lecture, Professor Nuotio insightfully pointed out that "the protection of individual rights and sustainable development are intertwined. What we are looking for is the sustainable development of human society. It is important to keep a developmental perspective."
On the afternoon of November 3, Shinya Murase, Professor Emeritus of Law at Sophia University and Member of the United Nations International Law Commission, held an in-depth academic exchange with the faculty and students of the School on "Identification of Customary International Law". He pointed out that "the identification, interpretation and application of customary international law are very complex, and sufficient space is needed for debate and interpretation."Students are guided to think comprehensively about the efforts to identify customary international law and determine official norms.
The three "Cloud Classes" were detailed and well-paced. Scholars presented multi-dimensional views from an international perspective, broadening students' vision and thinking of law. The faculty and students of the School also had a wide exchange of views and an in-depth clash of ideas with the global scholars on issues related to the lectures.
"Thousands of miles to flatter, big names gather, winding water toasts, legal feast."As part of the Global Chairs' "Cloud Classes", the International Week Lecture Series will enrich the curriculum system of the School, provide high-quality international resources, cultivate international law students, promote the communication and dissemination of international perspectives, link up with China's international perspectives, and contribute to the global progress of the rule of law.
Ⅱ.Sensing Legal Feelings from the International Experience of Alumni — — Series of Forums on China's Globalized Legal Talents in the New Era
Based on the changing international situation, the "Series of Forums on China's Globalized Legal Talents in the New Era" is a new section of the International Week. With the development of the global epidemic, the global governance system and international order are changing at an accelerated pace. China needs to play a more important role as a builder and leader in promoting world development, and the cultivation of global legal talents has become a pivotal task of the times. During the "International Week", Peking University School of Law invited representatives with outstanding achievements in the field of foreign-related legal practice and legal education to give speeches and exchanges at Yan Yuan, contributing to international legal education and the cultivation of excellent international legal talents.
On the afternoon of November 3, Zhao Hong, a distinguished alumnus of Peking University Law School, former Chairman of the Appellate Body of the WTO Dispute Settlement Body and Professor of Law, gave a special lecture on the theme of "Global Governance and International Rule of Law — How to B EC Ome an International Adjudicator" at Room B103, Koguan Building, Peking University Law School. Zhang Zhiyong, Associate Professor of Peking University Law School, served as the MC of the lecture. Nearly 100 students of the university participated in the activity and had in-depth exchanges with Dr. Zhao Hong. Dr. Zhao Hong has both academic and practical legal backgrounds. She has devoted herself to the practice of international rule of law for many years. She has stood on the world stage and spoken out for China. She has in-depth research in the field of international economic and trade rules, and has strong professional qualifications and rich practical experience. In 2016, she became the second Chinese to be elected as a member of the Appellate Body of the WTO Dispute Settlement Body, working hard to safeguard world peace and the development of the rule of law in globalization.
Starting from the basic concepts of global governance and the rule of law, the main characteristics of today's international law order and the ways of global economic governance, Dr. Zhao Hong analyzes the logic and causes underlying the current legal form. Following the narrative clue of historical development, she talks about the core of law and the evolution of law from classical to modern times, and tells the origin of international law, the signing of the United Nations Charter, the establishment of the five treaties of peaceful coexistence and other important events. Dr. Zhao Hong pays special attention to trade and commerce in global governance and the rule of law. She compares and analyzes the specific function, influence and importance of international rules such as the Hull Principles, the Atlanta Charter and the General Agreement on Tariffs and Trade in International Investment Law. Dr. Zhao Hong also talks about her journey to become an international judge with her own experience in the WTO. Along the way, she is convinced that "only peaceful settlement of disputes can enhance world peace and bring prosperity to the world."Her patriotism has always inspired her to fight for the interests of her motherland on the international stage, and to contribute to the settlement of international disputes and the maintenance of world peace. Now, the WTO has also begun to experience a crisis in adjusting the level of tariffs and other barriers on goods and services. Dr. Zhao Hong uses different theories and perspectives to analyze the reasons and put forward important reflections. She firmly believes that China will only move forward, actively assume more responsibilities, dare to meet the challenges and move towards a more open tomorrow.
In addition, from her own perspective as a graduate of Peking University Law School, Dr. Zhao Hong imparts her experience on how to become a foreign-related legal talent. She points out: "International law is mobile and growing, flexible and powerful, and its perfection can not be separated from the efforts of generations of foreign-related legal talents."Dr. Zhao Hong's broad international vision strengthens the students' unique understanding of the rule of law at the international level, and her sincere experience sharing instills deep legal feelings in the students.
Ⅲ.Clarifying the Way Forward in the Sharing and Exchange of Universities — — Students Studying Abroad and Hong Kong, Macao and Taiwan Exchange Education Fair
As one of the earliest activities of the "International Week", the Students Studying Abroad and Hong Kong, Macao and Taiwan Exchange Education Fair aims to expand the channels and opportunities for students to study abroad, provide students with overseas exchange and study information, promote the construction of an international atmosphere and enhance the international influence of the College.
In this "Students Studying Abroad and Hong Kong, Macao and Taiwan Exchange and Education Exhibition", Peking University School of Law invited 31 deans, chief admissions officers, heads of international exchange programs and graduate representatives from 16 internationally renowned law schools, including University of Chicago School of Law, University of Sydney School of Law, Netherlands Leiden University School of Law, National University of Singapore School of Law, University College London School of Law, University of Hong Kong School of Law, UK University College London School of Law, University of Hong Kong School of Law to give online lectures. The 16 wonderful online university seminars attracted nearly 10,000 people to watch the real-time live broadcast.
In each seminar, the person in charge of each university gave a detailed introduction to campus infrastructure construction, internal discipline development, curriculum, faculty structure, international cooperation programs, etc., in a variety of ways and from multiple perspectives, showing the unique charm of their law schools to the students. Through the online live links, the participating students carefully listened to the wonderful presentations made by the persons in charge of the higher education institutions, and actively raised specific questions such as "how to write recommendation letters, application channels for scholarship, requirements for admission results, employment prospects and employment opportunities" in combination with their own learning plans, so as to push the interactive atmosphere of the education exhibition to a climax. After a comprehensive analysis, the heads of universities give a number of pertinent and reasonable suggestions: the introduction of applicants by recommenders should be comprehensive and objective; the application channels for scholarships under the epidemic situation are becoming more diversified, and applicants should carefully study the relevant policies so as not to miss the opportunity; the applicant's comprehensive ability is the important consideration, academic ability is the foundation, and work experience is the icing on the cake; language scores cannot be ignored. Although some schools do not accept "spelling marks", they can accept the highest language score in the first two years of enrollment; and some schools provide quality internship opportunities for the JD program. "The towering university, meet in the clouds, learn about, broaden your horizons."Although the Fair is held online due to the epidemic, it still cannot stop the students' enthusiasm for knowledge and study. The Fair sets up a platform for in-depth interaction between famous law schools at home and abroad and their students, broadens the students' international horizons, provides a precious opportunity to answer questions for students who are eager to study and exchange abroad, and helps students plan their academic development path and find their future career direction.
The successful conclusion of Peking University Law School's "International Week" 2021 shows us that there is still room for continued innovation in diversified international cooperation and exchanges under the epidemic situation. Our students gain extensive knowledge, broaden their horizons and find their own direction in the course of lectures of famous universities, exchange of alumni, and sharing with other institutions of higher learning; our universities gain a solid foundation in platform building, academic research, and foreign exchange, explore new opportunities, and promote the internationalization construction of the colleges. Peking University Law School will continue to make unremitting efforts to cultivate foreign-related legal talents and make more contributions to the development of the rule of law in China and the global rule of law.
