BESETO Conference

On September 29, 2025, the 18th BESETO Law Annual Conference, hosted by Peking University Law School (PKU Law), was successfully held at Kaiyuan Building of PKU Law. As an important platform for academic exchange among Peking University Law School, Seoul National University School of Law (SNU Law), and the Graduate School of Law, The University of Tokyo (UTokyo Law), the BESETO Law Annual Conference has been hosted in rotation by the three institutions since 2007. With the theme”Risk Society and Legal Responses”, this year’s conference was attended by more than ten scholars from the three law schools.

The opening ceremony was hosted by Professor Che Hao, Vice Dean of Peking University Law School (PKU Law). In his welcome speech, Professor Guo Li, Dean of PKU Law, extended sincere greetings to the participating scholars, noted the complexity and urgency of risk governance in contemporary society, and expressed the expectation of pooling wisdom and exploring paths through cross-jurisdictional exchanges. Professor Lee Jaemin, Dean of Seoul National University School of Law (SNU Law), reviewed the unique value of the BESETO Annual Conference in promoting academic mutual learning among the three law schools. In response to the multiple challenges encountered in the social development of various countries in recent years, he hoped that the legal academic community would strengthen cooperation to jointly formulate countermeasures and looked forward to further enhancing friendship among the three parties. Professor Kakiuchi Shusuke, Vice Dean of the Graduate School of Law, The University of Tokyo (UTokyo Law), from the perspective of technological innovation and institutional change, called on the participating scholars to conduct in-depth analysis of the legal logic of the risk society and construct a governance framework that balances efficiency and resilience.

PKU-HKU Joint Annual Conference Resumes

The”2025 PKU-HKU Joint Annual Conference Resumes”was held at the Faculty of Law, The University of Hong Kong (HKU) on December 13.

Under the theme”The Landscape of the Rule of Law Against the Backdrop of Global Changes and AI Development”, the conference brought together more than 20 experts and scholars from both universities. With nearly 300 participants in total across the main venue and online sub-venues, it facilitated multi-dimensional exchanges around AI governance, digital administration, financial regulation, and related topics.

The opening ceremony was hosted by Professor Zhao Yun, Associate Dean of HKU Faculty of Law. In his welcome speech, Professor Zhao extended warm welcome and sincere gratitude to the 10 participating scholars from Peking University Law School (PKU Law). He reviewed the long-standing cooperative history between the two faculties, noting that this year marked the 26th anniversary of their collaboration, with increasingly close ties in academic research and talent cultivation.

Professor Guo Li, Dean of PKU Law, shared precious memories of attending the annual law conference between the two universities over the past two decades. He emphasized the fruitful achievements of the dual-degree programs and exchange student programs between the two institutions in recent years, and conveyed his wishes for this flagship annual conference to “march forward into the future and remain forever young”. He expressed hope that both sides would continuously promote academic exchanges on rule of law issues in the new era, ensuring that friendship and cooperation are passed on from generation to generation.
