On September 16, 2024, Professor Kimmo Nuotio, Professor of University of Helsinki and PKU Law Global Faculty Professor, delivered a lecture titled “The Governance of Minor Offences in Finland,” examining Finland’s shift in criminal policy since the 1970s. The lecture highlighted how Finland, informed by social science research, reduced its reliance on imprisonment by introducing alternative sanctions and measures.

【Speaker Profile】
Kimmo Nuotio is a professor of criminal law. He was the chair of the Strategic Research Council and a former Jean Monnet Fellow of the European University Institute, Department of Law.He was the Dean of the Faculty of Law of the University of Helsinki in 2010-2017.His central research topics include: Theoretical Foundations of Penal Liability, modernization of criminal law,European and International Criminal Law, Transnationalization of Criminal Law, European Legal Integration and Cultural Diversity.
