OnJanuary17th afternoon, 2016, Co-organized by Institute for Constitution and Administrative Law, Peking University, "Fangyuan" magazine of the Supreme People's Procuratorate and Zaiming Law Firm, "2016 Rule of Administrative Law:Forecasting and Strategic Summit Seminar"was successfully held at Lecturer Hall in Koguan Building of PKU Law School. At the meeting, experts and scholars from Peking University, Tsinghua University, Renmin University of China, the Supreme People's Procuratorate and the Supreme People's Court had a lively and fruitful discussion on questions including“the 13thFive-Year Plan”, the construction of rule of administrative law, the legal ways of government's power lists system, Legislation, Reform and Adherence and innovation.

Professor Jiang Mingan, director of Institute for Constitution and Administrative Law, Peking University, pointed out that recent years has witnessed China's great progress in the construction of rule of administrative law. We must keep on reforming, innovating and perfecting the laws and regulations. In this process, the majority of lawyers should participate in and refine the experiences which come from actual legal works, only in this way can we improve the specific contents of the administrative regulations to a great extent.

Liu Zhaoxing, honorary president of Comparative Law Studies Institute of China, held that the rule of law need to concrete the process of the rule of law and detailed legal provisions instead of speaking generally should be designed in order to play its effectiveness. Heshan, president of Consumer Protection Law Studies Institute of China, believed that improving the Chinese legal process can not simply rely on government forces, each social unit should be an integral part of improving the rule of law.

Zhan Zhongle, professor of PKU Law School, elaborated the lists of government power, analyzed the historical and political backgrounds of power lists system, and its context. In his view, all the creativity should lay on laws and regulations, and must publish relevant laws and policies according to legal procedures. We should also follow public and experts' opinions as far as possible. Emphasizing scientific decision-making, then emphasize the arguments of the rule of law and risk assessments, so as to improve the quality of legislation and public policy-making.

Lawyer Yang Zaiming, director of Zaiming Law Firm, also talked about that how lawyers conduct business innovation in the environment. As the shackles of traditional thinking broken, there will be a good effect if we think and deal with problems in administrative ways.

The conference continued 4 hours and ended in guest lectures and interactive questions.
