From April 12 to 24, 2021, the "Peking University Law School - the 6th Batch of National Special Seminars on the Rule of Law for Tax Leading Talent Students" was successfully held at the Peking University Law School. 

 

On the morning of April 12, the opening ceremony was held at the Report Hall on the first floor of Leo KoGuan Building of the Law School. Ding Yi, Deputy Director of the Education Center of the State Taxation Administration; Fan Guohui, Head of the Leading Talent Training Office of the Education Center of the State Taxation Administration; Yu Xiaoxuan, member and the Chief Accountant of the Party Committee of the Qinghai Provincial Tax Service, State Taxation Administration; Wang Lifei, Head of the Education Office of the Qinghai Provincial Tax Service, State Taxation Administration; and Yang Xiaolei, Deputy Dean of the PKULS attended the ceremony. The ceremony was presided over by Fan Guohui.

At the opening ceremony, Yang Xiaolei, Deputy Dean of the PKULS, firstly, welcomed the arrival of the 6th Batch of National Leading Talent Students on behalf of the Law School. He mentioned that the course is complete, with more than 20 professors in the core courses of the specialty and a strong faculty team. Special topics on Party history learning and education were set up for the special course, and students were organized to visit the History Museum of Peking University and the ruins of the New Culture Movement. Yang Xiaolei wished everyone a pleasant study trip in Peking University and to reap the benefits.

Subsequently, Yu Xiaoxuan, member and Chief Accountant of the Party Committee of the Qinghai Provincial Tax Service, State Taxation Administration, delivered a speech. On behalf of the Party Committee of the Qinghai Provincial Tax Service, he expressed his gratitude to the Education Center of the State Taxation Administration and the PKULS, and put forward three requirements to the students of the Qinghai "Jiangyuan" talent training class: first, to change their roles and complete the training seriously; second, to be modest in learning and actively participating in exchanges; and third, to strictly observe the discipline and show a good look.

Then, Ding Yi, Deputy Director of the Education Center of the State Taxation Administration, did the mobilization of opening the class. He said that this year coincides with the 100th anniversary of the founding of the Party. While the Party is thoroughly carrying out the Party history study and education, the sixth batch of national leading tax talents came to Peking University, the birthplace of the May 4th Movement, to study, which is very educational. The Party Committee of the State Taxation Administration attached great importance to the course. Director Wang Jun repeatedly put forward special requirements for carrying out the training from high and strict. Finally, Director Ding encouraged everyone and wished the students can learn and make progress. 

 

At the end of the class opening ceremony, Fan Guohui，Director of the Leading Talent Training Office of the Education Center of the State Taxation Administration, summarized the speeches of the leaders, hoped everyone to cherish the opportunity, strive to be enterprising, improve legal literacy, cultivate thinking of the rule of law, improve the ability to solve practical problems, and successfully complete the training task.

On the morning of April 16, Chief Accountant Hao Junhui of the State Taxation Administration also went to the school to visit the students and had a discussion with them. At the seminar, Chief Accountant Hao Junhui listened to the study and work of the representatives of the students, and then exchanged in-depth views on the students' reports and the goals of training the leaders. He stressed that the new stage of development needs a high-quality and specialized tax team, and tax cadres who can carry out the work. Chief Accountant Hao's words gave the students great encouragement and inspiration. On April 18, the students of the leading talents also held the Party Day activity with the theme of "Continuing the Centuries-Old Spirit and Gathering the Leading Youth." They visited the History Museum of Peking University, looked at the Revolutionary Martyrs Monument of Peking University and the statue of Li Dazhao. The temporary leader of Party organization also gave special Party classes to students. Peking University was the center of the New Culture Movement in China, and was the first important base for spreading Marxism in China. Party founders and revolutionaries such as Chen Duxiu and Li Dazhao fought here. In the History Museum of Peking University, the students stood for a long time in the exhibition hall of "Centuries-Old Peking University". Pictures, physical objects and stories, made everyone feel inspired and reminded everyone to remember their original intentions and to remember their mission.

The course also set up a moot court for the students of the seminar on April 19. The students selected the most representative administrative cases in their work, divided labor and cooperation, carefully prepared, and truly simulated the trial process, intuitively demonstrated the operation of law in judicial practice, and offered a new class on the rule of law education. The moot court training has achieved good results, accelerated the students' understanding and mastery of the learning results, improved the level of the students' administration according to law in the tax practice work, and was highly praised by the instructing professors.

The current seminar for leading tax talent students across the country includes more than 20 courses, delivered by more than 20 teachers of PKULS, including Zhu Suli, Zhang Shouwen, Zhang Ping, Shen Kui, Liu Jianwen, Lou Jianbo, Xue Jun and Ye Shan. The seminar also invited experts of the State Administration of Taxation in related fields such as Xie Guanghui and Fu Jing to serve as keynote lecturers. The seminar focused on the theme of tax reform, hot issues and difficulties as well as new laws and rules, broadened horizon, update ideas, and improved leading tax talent's thinking and concept of the rule of law, so as to provide theoretical support and policy and technical preparations for deepening tax reform, optimizing the tax system and conducting scientific administration. 

 

Peking University Law School is the vanguard of continuing education of law in China. The cooperation between SAT Education Center and Peking University Law School is a deep fusion of tax theory and tax practice. It is of great significance to cultivate a leading tax personnel team who play an important leading role in the development of tax science, and to contribute to the modernization of China's tax administration system and capacity.
