PKULS-Legislative Affairs Office of the Harbin Municipal Government Seminar Held Successfully

Under the "new normal" background of our social and economic development, in response to CCCPC’s call tobuild a socialist country under the rule of law comprehensively, government officials should actively explore and study the problems faced in the implementation of “administration by law”, cased by “new situation and new tasks and new problems”. PKULS and Legislative Affairs Office of the Harbin Municipal Government worked hand in hand,to draw a solid theoretical foundation and an effective implementation plan. For that purpose, 67 government officials participated a 6-day training at PKULS.


The seminar consisted of 13 courses, which were given by renownedlegal scholarsincluding Zhan Zhongle, Wang Xixin, Jiang Ming’an, Xue Jun, Wang Lei, Zhou Wangsheng, Zhu Suli, Shen Kui, Wu Zeng respectively. The Seminar also invited Zhang Zhiyong, Zhu Hanchengand experts in psychology and music.The content of the seminar included administrative reconsideration, legislation, the new administrative procedure law, leading cadres' psychological adjustment, music and innovative thinking.

The Seminar closed onDecember 24th morning, all thetrainees attended theGraduation Ceremony held atLecturer Hall, KoGuan building.Deputy Dean of PKULS Yang Xiaolei, Director of Administrative Office PKULS NianYijia, Deputy Director of Legislative Affairs Office of the Harbin Municipal Government Yue Hong also attended the ceremony.

First, NianYijiaconcluded the seminarregarding participation, training modes and curriculum.


Subsequently, the deputy director of the Legislative Affairs Office of the Harbin Municipal People's government Yue Hong delivered keynote speech. He pointed out that the success of the seminar is the first cooperation between the two sides of the great achievements, for the future of multi angle, multi-faceted cooperation kicked off. Through the training classes, students broaden the theoretical perspective and work ideas, improve their ability to rule by law and administrative awareness, and enrich the practice of working methods and work skills.


Finally, Deputy Dean Yang Xiaoleidelivered graduation speech. He pointed out that we were in the era of knowledge-information explosion and diversity, and it’s vital to enhance the study of basic theories, which is exactly the Seminar aimed to accomplish. He expressed sincere wishes and hoped to further the cooperation betweenPKULS and Legislative Affairs Office of the Harbin Municipal Government. Thus, this Seminar ended a success.


PKULSLegislative Affairs Office of the Harbin Municipal Government “Administration by Law” Seminar was of great significance, it did not only contribute to the development of PKULS in terms of academic research and law practice, but also elevated the comprehensive quality of government officials, which in turn contributed to the implementation of “Administration by Law” objectives.
