2015 Law seminar of E-commerce and Internet held successfully in Peking University

On April 26th, 2015, law seminar of E-commerce and Internet held successfully in KoGuan Building, Peking University, aiming to promote the legislation process in E-commerce. This seminar was organized by PKULS, legal system research and development institute, E-commerce law development research base of Peking University and the legal research center of Jingdong Corp.


Zhang Shouwen, dean of PKULS and legal system research and development institute, Long Yu, CHO of Jingdong Corp and chief legal consultant, Shi Yu deputy director of the financial committee of the National People's Congress information research unit attended this seminar and made an opening speech respectively. On behalf of PKULS, Zhang Shouwen gave a warm welcome to all guests present and showed his gratitude to all people who support the development of E-commerce law development research base. He said E-commerce legislation is an important topic under the background of the new economic atmosphere, which involves the balance among justice, order and efficiency etc. he hopes guests at present take active part in the discussion and explore the truth. Ms Long said with the development of Internet in China, Jidong Corp, representing as E-commerce enterprises, have explored in economic transition and upgrading, innovation and employment. What’s more, new situation and business structure strongly require the government improves legislation in related fields. She advocates that we need to learn from the broad and strive to the healthy development of E-commerce in China. Shi Yu said, PKULS and the E-commerce law development research base of PKULS play an important role in E-commerce legislation in China. NPC and other agencies think highly of PKULS. This year is vital for E-commerce legislation in China, because financial committee of the National People's Congress information research unit are organizing different areas and departments, trying to make a legal draft of E-commerce. They wish the draft can be practicable and lead the trend of E-commerce at home and abroad. Deputy Dean of PKULS, Xue Jun hosted this seminar.

 

Gusts from all kinds of fields are invited to this seminar. They are from Financial Committee of NPC Legislation, Ministry of Commerce, Ministry of Public Security, MIIT, AQSIQ, SAIC, the Beijing Municipal Higher People's Court, Beijing Intellectual Property Court, the Beijing First Intermediate People's Court, Peking University, Beijing University Aeronaut & Astronaut, Beijing Normal University, Electronic Commerce Association, Internet Regulation Center, Jingdong Xinlang Shunfeng, Nike etc.

 

The topic in the first phase is E-commerce legislation, hosted by Liu Kaixiang, the director of E-commerce law development research base of PKULS. They had a heated discussion in the process of E-commerce legislation and the balance between law of ecommerce and other laws. Mr Xue Jun, Mr Zhao Lei, Ms Lin Zhuo and Mr ALamusi expressed their ideas and suggestions.

 

The topic in the second phase is E-commerce and Intellectual Property Rights, hosted by Tan Hualin, associate professor of Beijing University Aeronaut & Astronaut law school. Wu Hengyou from Beijing Industrial and Commercial Bureau and Zhang Ping from PKULS, Zhang Xiaojin from Beijing Intellectual Property Court and Judge Shi Bisheng from the Beijing Municipal Higher People's Court respectively made comments and opinions.

 

The topic in the third phase is Hot Legal Issues of Internet, hosted by Doctor Ding Daoqing from Jingdong Corp. legal research center. Li Changxi, Shi Yuchun, An Mosheng, and Meng Zhaoping gave excellent speeches.

 

The topic in the fourth phase is Legal Issues of Internet Frontier, hosted by Xue Jun from PKULS. Liu Yan from PKULS, Li Haiying from China academy of information Internet law research center, Ding Daoqin from Jingdong Corp explored the trend of Internet legal issue and guided the practice in China.

 

In the closing ceremony, Shi Yu, the deputy director of the financial committee of the National People's Congress information research unit made a conclusion to this seminar. He pointed out that the seminar focuses on hot topics and frontier. He thought highly of the endeavor and contribution made by E-commerce law development research base of Peking University during the process of E-commerce legislation. Xue Jundeputy dean of PKULS and deputy director of E-commerce law development research base, expressed his heartfelt thanks to all guests. He also called on guests from all works continually focusing on E-commerce legislation and making more contribution to the legislation.

 

This seminar implements the spirit of NPC and has been an important part of E-commerce legislation and Internet law issues.
