The 1st "Jingrun Rule of Law and Public Policy Review" Held Successfully
On 23ed, December of 2013, the first “Jingrun Rule of Law and Policy Review” which was organized by the Centre of Public Participation Studies and Support and Jingrun law office, was held successfully in Koguan Building of Peking University Law School.
The topic of the lecture was “Land Reform － the Conversation Between Economists and Jurists”. The famous economist Mao Yushi, Sheng Hong, the Director of Tianze Institute of Economics and the Professor of Peking University Wang Xixin attended the forum. At the same time, more than 500 teachers and students, journalist and common people also joined in the forum.
At first, Professor Wang Xixin explained the topic of the forum and he said “land is the essential productive factor. China's future is related to the land property institution and land reform.” Furthermore, he suggested in the future, he would invited experts from various area to discuss this topic. The lawyer Zhang Zhitong who is the director of the Jingrun law office said they want to cooperate with the Centre of Public Participation Studies and Support to do some further study and work.
Later, Professor Sheng Hong explained about the reasons why market plays the crucial role in configuration of land source more deeply. He analyzed it from the economy aspect, and he used abundant facts to prove the importance of market mechanism. At last, he analyzed the current situation of our country's land system. He pointed out that property system is the basement of land system, and we should reflect on our current land policy.
Mao Yushi argued we should make sure the property right of use of land to confirm the opportunity of the free exchange of land. Only when we have the opportunity, we can make full use of land. He also said there is not direct relation between land and grain output, so it is unnecessary to combine the safety of grain output with protecting agricultural acreage. We should rethink profoundly about the policy.
Professor Wang Xixin offered different opinions. He said the current land system can be explained very clearly from the law aspect. He also said land marketization may bring some disadvantages. In his point of view, the interests of the farmers should be considered at the first place when China want to reform the land system in the future.
In the final free question section, the audience asked various questions, e.g. “how to protect farmers' interest” “the problems of the reform of housing land property rights ”. The honored guests also gave them wonderful reply.
The lecture lasted around three hours. The whole process was full of critical, humorous but relaxed atmosphere.
